1863 Coat of Arms 2 kr. yellow, perf. 14 used on February 1869 pre-printed entire letter sent at printed matter rate to Braila showing Austrian P.O. arrival mark on reverse, together with an April 1869 second letter, to the same addressee, franked with both 2 kr. perf. 14 and 2 kr. perf. 9½, both covers tied by the "Lloyd Agenzie - Constantinopoli" datestamps. Second cover cancelled April 10 and backstamped by "Braila 12/4 Sera" cds, the datestamp of the Romanian Post Office. After the Austria-Romania Postal Treaty of July 1868, which came into effect in April 1869, the twelve Austrian P.O.'s had been closed, among them the Austrian Braila P.O. The special Austrian Levant printed matter rate of 2 Soldi to Romania was then no longer permitted, the sender thus had to add another 2 Kr. value, in this case the perf. 9½ . Slight gum stains do not detract from the importance of this rare and unusual pair of covers - ably demonstrating both the two rare Printed Matter rates and the change of postal rates in 1869. Certs. Light horizontal fold well away from stamp and postmarks, a splendid cover. Cert. Eichele (2002).rnProvenance: Mercury Stamp Company (Sept 1948).rnNote: The FRANCO handstamp on this cover is rarely seen and attributed by Tchilinghirain and Stephen to the Lloyd postal agency in Constantinople (fig. 443). This would imply that the FRANCO handstamp was applied in Constantinople, while the stamp was not cancelled earlier than in Varna on its way to Bucharest. However, another cover from the same Zafiropulo & Zarifi correspondence to Bucharest shows the identical combination (Cihangir collection, 121. Corinphila sale (May 2000), lot 1754). This and the identical blue shade of datestamp and FRANCO handstamp implies a usage of the FRANCO handstamp in Varna, not in Constantinople.
