Mailed out prior to the Prussian Censorship starting and taxed on the Travelling Post Office with curved "AFFR. INSUFF. / E.2" handstamp in black and manuscript crayon '3' (décimes) due in blue. Spa arrival cds on reverse (Feb 13). A fine entire with marvellous content (transcript attached) "Was it incumbent on French correspondents, before the War, to pay the Postage of letters for Belgium?
