Carried on Paquebot 'Congo' with circular LIGNE J / PAQ. FR. No. 4 in black (Salles fig. 1063). The Steamer was stopped by Spanish Customs at Vigo and the Mails were transferred to the British Packet 'Patagonia' causing a Diplomatic incident. Cover trimmed at top and possibility of an adhesive missing on reverse but a rare cover and franking.
