In Australia on 1.10.1920 the foreign rate was raised to 4 d. for the first oz and 2 d. for each additional oz. New Guinea usually conformed to Australian rates but the evidence from the covers like this one suggests the 4 d. rate was not imposed until late 1921.

    New Guinea, Stamps of Australia overprinted: Registered OHMS Cover from Rabaul to a Belgian serviceman in France bearing fifth setting Kangaroo 6 d. ultramarine, tied by RABAUL (28 OC 18) cds with provisional red&black on white NSW registration label with manuscript Rabaul and Treasury cachet alongside. The cover arrived in Europe at the end of WWI when German troops had already left Belgium. It was first directed to a unit of the Belgian army in Calais, however the addressee had returned to Belgium and the item was therefore forwarded to the 'Bureau Central Militaire' BCM in Anvers and was finally censored in Bruxelles, the reverse shows transit cds's of Sydney and Paris, arrival cds (19 II 19) of the Belgian military postal services. A very interesting cover with minor faults.

    Mandated Territory of New Guinea 1925 (Jan 23): Native Village definitive issue, ½ d orange in a block of eight (4 x 2) from the top sheet margin with imprint 'ENGRAVED AND PRINTED AT THE COMMONWEALTH TREASURY MELBOURNE', the upper four examples showing the extremely rare variety: Imperforate at Top, characteristic rough perfs, aged / 'suntanned' on the reverse and some split perfs but of very fine facial apperance. One of the major errors of New Guinea: Heward and coworkers in 'The Stamps of the Territory of New Guinea' illustrate this item at page 20 while stating at page 19 to be the only imperforate or part-imperforate error recorded in the entire series.
