    1874: "Treaty Concerning the Formation of a General Postal Union. Signed at Berne, October 9, 1874", the original document in English, published in London in 1875, as presented to both Houses of Parliament. Noted inside that the Treaty, as signed, was in the French language only and that the English translation was done in London. The first paragraph reads: "Treaty concerning the formation of a General Postal Union, concluded between Germany, Austro-Hungary, Belgium, Denmark, Egypt, Spain, The United States of America, France, Great Britain, Greece, Italy, Norway, the Netherlands, Portugal, Romania, Russia, Serbia, Sweden, Switzerland and Turkey" . Article III stating: "The general Union rate of postage is fixed at 25 centimes for the single prepaid letter...which does not exceed 15 grammes". Article 5 stating: "Every registered packet must be prepaid" and Article 19 stating "The present Treaty shall come into force on the 1st July 1875" and thus to the 20th Article, after which the signatories of the Treaty are listed with the French signing on May 3, 1875. A fine and rare document.

    Domincan Republic. 1880 (Sept 14): Great Britain Postal Notice "Entry of the Dominican Republic into the Postal Union", to be effected from October 1, 1880 and showing the reduced rates of Postage (4 d. per ½ ounce) to be introduced thereafter. Some toning and stain at right through tape but a rare and appealing document.

    V Congress, Washington DC 1897: Essays for "Worldwide" stamps without country names, perforated set of five all denominated at 25 c. with heading "Poste Internationale", printed in dull green, violet, blue, green and in red; furthermore an Austrian example in blue denominated 20 heller in triangular format; imperforate and perforated square "Franco und Antwort / UPU Admin" labels; also a later 1900 5 c. Swiss Essay imperforate in green. An interesting selection, see Paikert page 265 illustrations 2,4 and 5.

    1879 (Feb 8): Postal Notice from the Berne Office of the UPU headed "Annexe A La Circulaire Du Bureau International" and dated below, with "Colour Chart" for both the size of future definitive adhesive stamps and their colour uniformity: 5 Centimes in green, 10 centimes and 25 centimes in blue. This Annexe was enacted almost universally thereafter-for example Great Britain 1879-80 values were thus: ½ d. green, 1 d. red and 2½ d. blue; Belgium 1883/84 5 c. green, 10 c. rose and 25 c. blue; Denmark 1884 5 ö. green, 10 ö. red, 25 ö. blue etc. A marvellous item, replete with printed letter from Berne to the London GPO detailing the countries who felt the measure inopportune (France & Colonies, Russia), those that desired to do it but without current facilities (Argentina, Netherlands and Switzerland) and the 20 countries who had agreed the measure. Edge wear to the document but rare and important piece of philatelic history.

Parisot Issue 1891: Covers (5) all sent registered to Parisot in New York or Ritter in Paris, all bear four Parisot overprinted adhesives overprinted either on the 1879 perforated issue, 1880 issue or 1881 networked issue. A few covers with slight staining but a rare and generally fine assembly.

Note: The Lisbon Congress authorised post-paid reply cards, countries wishing to issue them could do so, but all UPU members were obliged to accept pre-payment of the reply halves.
