Free Franking for Kemmerer Commission 1923 (July 26): Cover endorsed "Hidroplane" without Scadta franking, struck on reverse with "Republica de Colombia / Mision De Consejeros Financieros / Ley 60 de 1922" bearing Colombia 1923 3 c. blue tied in violet at Bogotá and also struck with POR HIDROAVION and mailed to USA. Scarce and most unusual cover.
Note: Law 60 of 1922 stated that a commission of economic consultants, under Professor Kemmerer of Princeton University, was established in Bogotá in order to organise the Central Bank.
