    1859: Entire letter addressed from Kilmore (Nov 5) to 'The Sheriff of Victoria' endorsed "per Cobb's coach" and bold manuscript "2/6d. Paid" at left, the contents relating to Jury service in the Supreme Court. Being urgent the letter was sent by Courier without waiting for the Mail. The 2 s.6 d. prepaid the Parcel charge compared with 4d. for normal postage, and as there is no Melbourne arrival it must be presumed the service included delivery directly to the recipient. Despite the Postal monopoly and the suppression of Gold Field Express services, private companies were permitted to carry Parcels. By paying the Parcel fee, 7½ times the letter rate, a letter could be carried outside the Postal system. Rare.rn
