1882: 25 st. blue and pale blue two examples and Turkey 20 pa. red and rose Empire Issue, four examples as postage due on registered foreign letter dated 18 April 1886 from Plovdiv to Constantinople, Turkey. The letter is correctly franked at the registered foreign rate. Due to the annexation of Eastern Roumelia by Bulgaria, Turkey refused to accept mail as franked from formerly "Eastern Roumelia" and levied postage due. The 25 st. stamps are cancelled with the bilingual Plovdiv double circle in blue, the 20 pa. stamps are cancelled on arrival in blue with a Stamboul cds underneath the postage due stamps. A postage due handstamp "T " in circle is applied on front. The cover is somewhat brittle, the franking is in comparatively good condition, with only a crease affecting one 25 st. stamp. Registered postage due letters from the period are exceptionally rare. Opinions Todd AEIP (2015) and Penev (2021).
