    Netherlands. 1865 (Nov 6): Entire letter to Belfast franked by 1864 15 c. orange-yellow tied by `Franco` handstamp in black with red `EXP. MOERDYK` cds and two line `ROTTERDAM - BRIEVENBUS` cachet alongside. London Paid transit cds on front and Belfast arrival (Nov 9) on reverse. Slight file fold affects the adhesive but an attractive entire. Note: As a result of the first 1863 Conference in Paris, the rates between the Netherlands and GB were reduced from 40 cents to 15 cents, and from 8 pence to 3 pence per 15 grams, effective from October 1, 1864.
