    1867/74: 5 s. red and 15 s. brown used on envelope with complete contents addressed to Rome, tied by CONSTANTINOPEL cds (8/8) in black (Tchilinghirian fig. 389). Rome arrival on reverse of an interesting cover with fascinating contents "we are now in a new phase of existence, bordering upon Anarchy, the Sultan mad, Turkey licked or about to be licked by Serbia, Grand Vizier and Mishat Pasha both on the wane because the people can't get them to give their so-called reforms...I am not sorry to know of the fleet at Besika...the Emperor of Russia has near 70'000 men on the Caucasian frontier and 40'000 more stationed near Tiflis, not to mention the number of troops concentrated in Bessarabia...I am afraid we cannot look upon the Eastern Question as any nearer a settlement"
