    Bucharest 1865 (Nov 7): 1863 Arms definitive 3 so. light-green, perf. 14 in mixed franking with 1864 definitive 5 so. dark-rose perf. 9½, fresh colour with good perforation and embossing, tied by "BUCAREST 7 / 11" (Tchilinghirian fig. 714) cds to address wrapper around Romanian newspaper with red "P.D." alongside, sent to Paris with red arrival cds (Nov 15) on the newspaper. A very rare printed matter item, sent correctly franked to France. Cert. Ferchenbauer (2014).
