    1862 (Jan): 9 d. bistre, pl. 2, lettered RF overprinted SPECIMEN (Type 6) in black, applied at top of Postal Notice alongside "Circular to Postmasters who obliterate Postage Stamps", with additional 4 d. bright red, pl. 3, overprinted SPECIMEN (Type 5) in black, headed NEW POSTAGE STAMPS OF THE VALUE OF NINEPENCE, AND ALTERATION IN THE COLOUR OF THE FOURPENNY STAMP, stating "On 15th instant (January) and thenceforth, Postage Stamps of the value of Ninepence will be issued...Enclosed is also a Specimen of a newly coloured Fourpenny Stamp" with "Rowland Hill, Secretary" at base.
