    Postal Notice 1840 (April): The magnificent Edinburgh Postal Notice with vertical pair of 1 d. intense black, pl. 1A, lettered MH-NH, four margins all around, the lower stamp with horizontal crease, the upper stamp in wonderful fresh condition, on notice which is, as usual, creased both vertically and horizontally and with minor scissor cut into base of lower stamp. From the very few recorded Postal Notices (all except one originate from the Edinburgh Post Office), three bear vertical pairs from the 'M' and 'N' rows of the 1 d. black (letterings MD-ND, MF-NF and MH-NH). These Postal Notices from the Edinburgh P.O. were from the original 1840 distribution to all branch Offices announcing the introduction of the world's first postage stamp. Two of these were found prior to 1899 and were amalgamated with a contemporary find of "envelopes and stamps" in the Dublin G.P.O. (the "Dublin Find") and this particular Notice is illustrated on page 45 of "The Dublin Find". Minor ageing but of great rarity and a delightful Exhibition piece.     1874: "Treaty Concerning the Formation of a General Postal Union. Signed at Berne, October 9, 1874", the original document in English, published in London in 1875, as presented to both Houses of Parliament. Noted inside that the Treaty, as signed, was in the French language only and that the English translation was done in London. The first paragraph reads: "Treaty concerning the formation of a General Postal Union, concluded between Germany, Austro-Hungary, Belgium, Denmark, Egypt, Spain, The United States of America, France, Great Britain, Greece, Italy, Norway, the Netherlands, Portugal, Romania, Russia, Serbia, Sweden, Switzerland and Turkey" . Article III stating: "The general Union rate of postage is fixed at 25 centimes for the single prepaid letter...which does not exceed 15 grammes". Article 5 stating: "Every registered packet must be prepaid" and Article 19 stating "The present Treaty shall come into force on the 1st July 1875" and thus to the 20th Article, after which the signatories of the Treaty are listed with the French signing on May 3, 1875. A fine and rare document.

    Greece. 1874 (Oct 9): George I King of the Hellènes, printed document with hand-written attestation that Alexandre Mansola, Minister of the Interior, would act as King George's emissary to the 1st U.P.U. Conference in Berne, together with Greece's attache in Geneva (Mr. A. Bétant). Embossed Royal Seal at lower left, dated in Athens 20 September / 2 October 1874 and fully signed at base "George". An extraordinary and unique document in immaculate condition, illustrated in Paikert on page 102.

    Great Britain. 1875 (June 17): Post Office circular (number 25), "in accordance with the provisions of an International Treaty concluded at Berne on the 9th October last, the whole of the states of Europe, the United States of America and Egypt have formed themselves into a General Postal Union ..." with the new rates to come into force (including the higher rates for mail via France which did not join the GPU until January 1876), manuscript appended "Canada" at base under listing and notification that "Upon Letters being posted unpaid double the rates will be charged on delivery" and on reverse notice of "New Stamp of Two Pence Halfpenny" which may be procured at all Post Offices (the 2½ d. rosy mauve) and the Foreign Post Cards to the value of 1¼ d. Fragile and with faults but a rare and important notice.

Anton Stäger als Generaldirektor der Schweiz. Post (1909/18) mit rotbraunem Absender- und Frankostp."Directeur Genéral Postes" gest. "Bern 16.III.10" und adressiert an den Direktor des Weltpostvereins Eugène Ruffy (1899/1919), dem vormaligen Bundesrat (1893/1899). Zwei interessante Dokumente zur Geschichte des Weltpostvereins, der ersten weltumspannenden Organisation überhaupt.
